That's an EXCELLENT reason to shoot it down. I'd argue that it is of net negative value even without the costs, but if you factor in the costs someone needs to demonstrate that it will actually improve pubic safety enough to be worth the fiscal cost, as well as the cost in freedom (as bagpiper put it, felony creep).
