You could call the number on the sign and tell them their sign is a crime.

Unless it is a privately owned park, it is most definitely illegal. I agree, just call the number on the sign.

The portion of the sign banning "firearms" has no legal weight given Utah's State preemption. Dimple Dell is a government (SL County) run park.
Call Sandy City and ask them to update their ordinance to comply with current State law. Then call SL County and ask them to update their sign to comply with current law. Be nice (initially) and a bit patient. It takes time and money to change signs.
It looks to me like everything else on the sign is within the city's power to regulate/ban. But they can't prohibit the mere possession of firearms.
76-10=500, 76-10-501 are pretty good starting points.
