The Missouri House of Representatives and the Senate voted Wednesday night to allow all legal gun owners to carry concealed by voting to override governor Jay Nixon's veto of Senate Bill 656.
Gun owners in Missouri currently have to go to sheriff's office, pay a fee, go through some training and education, and get a background check done before earning that concealed carry license.
Under Senate Bill 656 gun owners will be able to skip that process.
The bill also called the Constitutional Carry states anyone who can legally purchase a weapon, can also carry it concealed without a permit.
The Senate voted 24-6 to override the veto on this bill around seven o'clock. The House took it up for a vote shortly after, and in about an hour voted to override it with a vote of 112 to 41.
Isn't it grand when freedom rings and guaranteed rights are re-installed! :dancing: Good on Missouri representatives and senators for defying the governor and doing what is right!
Every State that does this makes it that much easier for those who follow. My thanks to the good folks of Missouri and their legislature.
Let's make 2017 the year we get this in Utah.
I would love for Utah to have been on the pioneering edge of this next step in advancing RKBA. But we have taken the lead on a couple of very important issues. We were early with the Non-Discriminatory Permits in 1995. We were among the first in the nation to recognize all other permits, regardless of whether the issuing authority recognized our permits or had similar requirements. And we lead the nation in terms of State Preemption and protecting the ability of government employees, including teachers, to carry on the job.
Just a note of warning: While Missouri's Constitutional Carry Law is NOW on the books, it doesn't go into effect until Jan 1, 2017 (I think it is). So if you make a trip before then, be aware of current permit requirements.
Hopefully, his primary scare will make him think twice about vetoing Constitutional Carry again. Common core may have been the larger issue, but I think Constitutional Carry (two CCs!) was the the other one that gave JJ the traction to get as far as he did. Lord Herbert did change his mind on common core, so maybe he'll re-think the other CC, also.
There seems to be some issue of local cities being able to ban permit-free OC. It appears that permit-free CC enjoys State preemption, but permit-free OC does not.
As always, be aware of actual law before doing anything that could result in criminal consequences.
