That makes absolute sense and I would think it would discourage criminals.

For example, you are going 67 mph in a 65 mph zone and get into a car crash, your passengers die. You are then prosecuted for wreckless driving, speeding and manslaughter.

I thought reckless driving charges only began to apply at 20 mph or more over the speed limit?
