I haven't had to renew yet. I'm still on my first permit. However, from the BCI website, it looks like you should receive your renewal sticker rather quickly.

Once we receive a renewal application the permit immediately gets renewed for the next five years. A renewal sticker will be sent to the permit holder approximately one to two weeks prior to the date of expiration. This is regardless of when the renewal application is received.
You might want to give BCI a call and inquire about the status.

The above is from the Utah BCI website. I complied with all requirements, sending the package(which included a passport picture,) to BCI on 25 June. Today is the expiration of my permit. I called BCI and they stated that my permit was mailed yesterday! This is my second renewal, which might be why it takes longer, to have a new permit, not just a sticker made up.
So much for "immediately" and "one to two weeks prior to the date of expiration!!) Also of note, they said I could use my permit as I've been renewed in the data base As of yesterday July 26. Guess I should quit my whinning, as the lady at BCI was very helpful and nice.
