I believe that an owner of a firearm can send the firearm directly to the factory and have it returned to him without having to go through an FFL. If you contact S&W I think they'll say the same thing. However, I don't believe you can send it back USPS, but will have to use UPS or Fed EX. I thought I read somewhere that it has to go overnight and not normal ground.
As far as your second question, you should ask around and see if any local smiths can handle your work. I'd ask for references and see if you could see samples of their work.
