Man Arrested Nearly 30 Times for Violating Order
November 9, 2007

(KSL News) Cedar City police keep arresting a man for violating a protective order.

Kevin L. Phillips was arrested this summer and charged with sexually abusing a teenage girl. At that time a protective order was filed against him -- ordering Phillips to stay away from the child.

He has refused to do so and has been arrested 29 times for contacting the girl since the order was filed.

So why wasn't this guy prosecuted for violating the protective order?

Wow... this sounds totally inexcusable... I wonder what could possibly be the reason that the judges in Cedar haven't put this guy away!??!??!!????

I heard this earlier on KSL and about flipped out when I heard it. 29 times!!!

This just shows that the police and the courts have no legal obligation to protect citizens. They do protect us quite often, but sometimes they fail poorly with no ramifications. Ultimately, it is up to the individual to provide for his/her own protection.

Still, this is just inexcusable. I wonder how different it would be if it were the judge's 14 year old daughter that had been raped.

Yeah... crime or no crime, it would be hard not do something about this, given the absolute failure of the legal system in this case.

What!?!?! The Police are doing their job! They've arrested the guy 29 times! It's now up to the court system to do it's job after we do ours. I don't know what's going on here, but I can tell you the first time you are convicted of violating a protective order it's a Class A Misd., the second conviction is a Third Degree Felony.

You're right -- it's funny how we tend to lump everyone in the legal system as belonging to the same group... I can imagine how frustrating this situation must be for the cops down there who HAVE arrested the jerk 29 times!!!

How come police don't head-up movements to have Judges like this dis-barred or censored??? Is it against regulation???
