I sent mine in via mail. BCI posted payment on 3/18, then got it 5 weeks later.

When I applied for mine in Feb, 2016, it took about six weeks.

Taught a class on the 26th of August 2017. All of the students had their permits by the 23rd of September 2017. Submitted their applications on Monday morning, 28 August 2017. They had them in hand by 22 September 2017. Only 26 days!!!

Somethings that may have sped up the processing of the applications:
1. I hand carried all of the apps to BCI the following Monday morning.
2. The applications were all pre-printed with the student data, via a student sign-up on Jotform. This changes information to reflect the proper codes for eye and hair color, etc. All of the applications and fingerprint cards are printed. All the student had to do was sign the application/card and print their SSN.
3. All of the students paid BCI via the credit card info on the bottom of the application form.
4. All of the pictures were passport quality and had the name printed on the back.
Save $10-1yr: new or renewal:
3yr-$70, 5yr-$100, Life-$750
