Pepper Spray to CA?

My 15 year old daughter has been invited to visit her aunt in San Francisco. She wants to know if it's legal for her to take her pepper spray and/or her kubotan (a) on the plane, (b) in her checked luggage, or (c) possess it in California. I'd really like for her to be able to take a weapon of some kind there, as it's a rather dangerous place compared to Utah.

I went to TSA's site about prohibited items. There is a place down the page where you can type in the item you have a question about. Here is the prohibited items page.

Mace and self-defense sprays are prohibited from carry-on baggage.

In your checked baggage, you are permitted to have one 118 milliliter or 4 fluid ounce container of mace or pepper spray with a maximum concentration of 2% active ingredient provided that the container is equipped with a safety mechanism to prevent accidental discharge. Note: Most animal repellants exceed these volume and concentration limitations.

Even if an item is generally permitted, it may be subject to additional screening or not allowed through the checkpoint if it triggers an alarm during the screening process, appears to have been tampered with, or poses other security concerns. The final decision rests with TSA on whether to allow any items on the plane.

There are also some California laws that restrist carry of pepper spray. From what I can find online there are two key requirements. First, the container must have no more than 2.5 ounces of spray, and second, it must be labeled as being for self-defense only.

There may be other caveats. I'd research the California law carefully.

Its just a walking stick, and its plastic, what reason could the TSA give to not let you take it on a plane?
