The question recently came up and here is what I found:
Virtually every location that doesn't have highly trained and skilled armed defenders is a "soft target."

The truth is, the vast majority of people, whether armed or not, are not adequately trained to take on a lone active shooter, let alone a group of armed insurgents bent on death and destruction. Run!, Hide!, and/or Fight! are their best options.
The training needs to be tailored to the specifics of your location, the amount of training the individuals have, and their willingness to take appropriate and necessary action. Just be aware, even the most highly trained individuals can crack under pressure.
